Company History
Terra Discovery Ltd. is a company born out of the need for timely locates
- for both planning and design purposes and immedietely ahead of excavation.
Since 1999 we have been providing non-destructive and non-intrusive
location mapping and examination of buried utilities and underground
features using a variety of high technology solutions for a wide range
of clients, including:
- Art Gallery of Ontario
- Communications Research Centre Canada (in conjunction with Centre
for Advancement of Trenchless Technologies)
- Royal Ontario Museum
- The Cadillac Fairview Corporation Limited

Terra Discovery Ltd. uses Electromagnetic Tracing (EM), Ground Penetrating
Radar (GPR), the Global Positioning System (GPS) and other technologies
combined with our proprietary GGLT software developed in conjunction with
the National Research Council of Canada to get you the answers you need.
Beyond locating the services, we manage your site information in a real-time
environment.Terra Discovery Ltd. employs a comprehensive staff that includes
an architect, civil engineer, land surveyor and gold seal certified project
manager who combine to bring a diverse range of experience to each and
every project. Our goals are to:
- Provide non-destructive and non-intrusive mapping and locating services.
- Reduce design costs and prevent construction delays.
- Provide improved accuracy and a faster response time.
- Offer a fully integrated, digital (paperless) service from field
to customer.
Terra Discovery Ltd. meets or exceeds ORCGA (Ontario Regional Common Ground
Alliance) standards for locating, mapping, and SUE (Subsurface Utility
Engineering) data collection. All our field staffs are members of the
IBEW and the company is a member of the Electrical & Utilities Safety
Association (E&USA).

Our Staff
Dave Rutherford, G.S.C. - President
Dave Rutherford is President of R&B Construction Services Inc. and
founder and President of Terra Discovery Ltd. After providing underground
civil and utility construction services for more than 30 years he recognized
the need for improved mapping, locating and subsurface utility engineering
(SUE) information in connection with underground work. Terra Discovery
was founded to meet these needs by offering a rapid digital (paperless)
response to the marketplace’s SUE, mapping and locating requirements
Jeremy Cook, P.Eng. General Manager
Jeremy Cook is a civil engineer with 26 years experience that includes
design, construction and project management of both municipal and private
utility and underground infrastructure works. He is also a Factory Mutual
trained Large Loss Investigator and has extensive experience in site
investigations and inspections.
Blair Breckenridge - Field Manager
Blair Breckenridge has extensive field operations experience including
military training in mobile support equipment, reading/interpretation
of maps, plans, photography and data scans. Prior to joining Terra Discovery
he held industry related positions as Site Project Coordinator for Service
Plus Aquatics, and Operations Manager and Training & Safety Supervisor
for One Call Concepts Locating Services. His certified training includes
NAAPI Pipeline Inspector, Trimble - GIS Mapping, Confined Space Entry,
Fall Protection, First Aid/CPR, WHIMIS and Safety in a High Voltage
Environment. Recognized as a leading expert in his field he participated
in the development of the core curriculum for ORCGA's Damage Prevention
Technician (DPT) training program.
